Minutes for the October 18th, 2001
Middleridge Civic Association General Membership Meeting
President Jack Garber opened the meeting at 8:03 PM at the
Bonnie Brae
Elementary School.
President Garber began by announcing that the main guest speaker, the
representative from AAARainbow Trash Hauling company canceled at the
last minute. Neither did they send an alternate. Instead they sent a
letter, which Pres. Garber read aloud, which they (AAARainbow) had hoped
would placate the residents affected by billing changes and
inconsistencies. Several of the assembled Middleridge residents spoke
about their billing concerns and interactions with the company. The
consensus was that the Board should make an effort to deal with the
AAARainbow Company and at the same time check into alternate trash
collecting solutions i.e. BFI and Fairfax County.
President Garber next discussed the traffic control issue in
Middleridge. Initially two intersections were discussed by the Board (
Paynes Church at Broad water and Paynes Church at Rippon Lodge) however,
several members indicated other intersections in Middleridge also need
traffic control. The Board has been discussing the various methods
available for traffic control/calming. The residents having reported
additional problem intersections gave their opinions as to how they felt
the Board should proceed. A draft resolution had been presented and
discussed, the attendees voted unanimously the the resolution should
read as follows:

Be it resolved that the assembled Middleridge Residents are in favor of
and authorize the Civic Association Board to take the
appropriate
actions with the appropriate civil authorities
and pursue the
installation of multi-way stop signs at the
intersections of:
1. Paynes Church Drive at Broadwater Drive
2. Rippon Lodge Drive at Paynes Church Drive
3. John Ayres Drive at Broadwater Drive
4. Paynes Church Drive at Ellzey Drive
5. Broadwater Drive at Deneale Place
6. And other such intersections as
need such intervention
The current intersection of Paynes Church Drive and Rippon Lodge is a
two-way stop on Paynes Church Dr, with Rippon Lodge having no stop
signs. The current intersection of Broadwater Drive at Paynes Church
requires only the vehicle coming on Broadwater to stop at Paynes Church
with Paynes Church having no stop sign. Both of these intersections
will have additional stop signs, while the other intersections mentioned
will get new stop signs.
For other methods of traffic calming/control devices see the additional
pages elsewhere in the newsletter. One gentleman suggested that an 800
number for Fairfax County can be used to report speeders' license plate
numbers. A member of the Fairfax Club Estates Board will be contacted
for input and suggestions. Other members present would like to see a
policeman stationed at the worst places to give out tickets for driving
rule infractions.
Next President Garber introduced Vice President Carole Rodero who in
turn introduced this year's Halloween Festival Chairman Heather Jones,
an Eighth Grader. Heather volunteered to be the Chairperson and gave
her report regarding the plans and progress. The Parade and associated
events to be held on Saturday 27 October from 2 to 4PM. All the
'younger' parade participants were to be given gift treat bags at the
end of the Parade.
Vice President Rodero explained the rest of the seasonal events
including the December Holiday events. She requested input and
suggestions from the membership for other activities which might be
included and sponsored by the Association. One example was block party
or picnic next August for National Night Out observance.
The Treasurer Al Obuchowski gave a report of amounts in our checking and
savings accounts and the progress and reasons behind the move from one
bank to another.
Membership Chair Colleen Cioppi was unable to attend and her progress
report was given by President Garber.
John Valenti the Editor of the Newsletter introduced himself and
explained the progress and overview picture of his position. The
publication has been under his leadership for several months now and
changes are planned to further improve the newsletter and make it more
appealing and useful for the community.
Web master Paul Armstrong introduced himself and gave a description of
his job as Middleridge Web master. He explained some of the ongoing
changes on the site and plans for using a digital camera to improve the
quality of the pictures.
Past President John Fee, our Braddock District Council Representative
spoke about the activities of that group and announced the dedication of
the new offices of Braddock District and the Roberts Road Overpass
Bridge.
Russell Klosk shared some information about VDOT's plans regarding
paving of street in the community. Middleridge is not on the schedule
until sometime in 2005/6 although attempts will be made to push that
date forward to 2002.
The leaf question was brought up by a resident. It was explained that
leaves are not to be raked into and left in the street. There is no
collection company. All leaves are to be taken care of by the
homeowner. They can be picked up on the refuse collection days of
AAARainbow or taken to the county dump or composted in one's own yard.
Vice President Rodero reported on the Yard Sale and requested that
anyone having information with regard to the missing Yard Sale banner
please return the banner to her or let her know where it is.
Board Meeting minutes were passed out to the attendees.
